APPLICANT REQUESTS THAT:
The Social Security Number (SSN) on his DD Form 214, Certificate
of Release or Discharge from Active Duty, be changed.

APPLICANT CONTENDS THAT:
His SSN was changed due to identity theft.
His reserve order was updated; however, his DD Form 214 is
incorrect as he separated before his SSN was changed.
The Board should consider it in the interest of justice to
consider his application since without this correction the
Department of Veterans Affairs (DVA) will not process his
disability claim.
In support of his request, he provides a printout from the
Social Security Administration reflecting his SSN as XXX-XX-
6060.

STATEMENT OF FACTS:
On 24 May 00, he entered active duty.
On 23 Jul 06, he was honorably released from active duty and
transferred to the Air Force Reserve.
He served 6 years and 2 months on active duty.
According to AF Form 281, Notification of Change in Service
Members Official Records, dated 12 Oct 07, his official records
were changed to reflect a correction of his SSN.

According to Reserve Order, Number CA-007646 dated 29 Apr 08, he
was discharged from the Air Force Reserve effective 25 Apr 08.
The order reflects SSN XXX-XX-6060.

AIR FORCE EVALUATION:
AFPC/DPSIRP recommends denial. AFI 36-2608, Military Personnel
Records System, Table A7.1., Note 1, states, Do not correct
records of former members unless evidence proves the SSN used
while serving with the Air Force was erroneously recorded. A
review of the applicants personnel records revealed that his
SSN does not appear to have been erroneously recorded. There is
an AF Form 281 changing his SSN. However, the change occurred
after his Date of Separation (DOS) and the SSN recorded on his
DD Form 214 is correct as of the date the DD Form 214 was
accomplished.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 21 Mar 14, a copy of the Air Force evaluation was provided to
the applicant for review and comment within 30 days (Exhibit D).
As of this date, this office has not received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We note the
Air Force office of primary responsibility recommends denial
stating the applicant separated from active duty before his SSN
was changed. However, after carefully reviewing the evidence of
record, it is our opinion that relief in this case is warranted.
In this respect, we note the applicants record contains an AF
Form 281 indicating that his SSN was erroneously recorded.
Given the applicant was a member of the Air Force Reserve when
his SSN was changed and the Automated Records Management System
(ARMS) now contains the new SSN, we find it in the interest of
justice to change the SSN on his DD Form 214. Accordingly, we
recommend his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that his DD
Form 214, Certificate of Release or Discharge from Active Duty,
issued in conjunction with his separation on 23 Jul 06, Item 3,
Social Security Number, be amended to reflect XXX-XX-6060.
